Meeting Minutes
August 9, 2007
Call to Order
Mayor Mosley called the meeting to order at 8:00 pm in the Cheverly Community Center. There were 3 citizens in attendance.
In attendance: Mayor Mosley, Mr. Warrington, Chief Robshaw, and CMs Eldridge, CM Ford, and Schachter arrived after 8:30.

Mayor Mosley added Peace Town – Cheverly to this evening’s agenda as item 6 b.

Town Administrator Report
Mr. Warrington reported that the office will begin working with the auditor and that the previous town treasurer is working with the new town treasurer during the transition.
Police Department Report
Mayor Mosley commended everyone for a successful National Night Out. Chief Robshaw thanked Outback Steakhouse in Largo as the principle corporate sponsor for National Night Out. Chief Robshaw also thanked the CVS and Giant on Landover Road, Pepsi, Home Depot, Lowes, and Robin McClain Sweet Bobby Cakes for their donations to National Night Out. Proceeds from the baked goods sale go to Heroes Incorporated and Chief Robshaw thanked everyone who contributed to the baked goods sale.
Chief Robshaw announced that the last police department furniture sale is on Saturday, August 18, 2007.
Chief Robshaw reported that there has been a 50%+ reduction in violent crime and burglaries from this time last year. He asked citizens to be aware of their surroundings when traveling on major roads, such as Landover Road as they have been primary targets for crimes of opportunity.
CM Eldridge suggested considering another National Night Out event in January. Chief Robshaw stated they are considering options for a public safety day in cooler months.
CM Eldridge commended the police department on a wonderful event.
Mayor and Council Announcements
Mayor Mosley announced that State Delegate Ivey will host a meeting on Monday, August 13, 2007 at 8:00am at Town Hall regarding the trails in and surrounding Cheverly. Many agencies will be present at the meeting and the public is invited.
Mayor Mosley announced that there will be a Worksession on Thursday, August 23, 2007. Worksession agenda items include designating Cheverly a Peace Town, an industrial revenue bond issuance, negotiating a farmer’s market contract with the Cheverly United Methodist Church, property annexation, committee assignments for CMs, the general government organizational structure, and the Tax Incentive Financing (TIF) for the point in Cheverly. Mayor Mosley also announced that there will be an extra Worksession on Thursday, September 6, 2007.
CM Eldridge thanked Mayor Mosley for her letter of support for the grant program sponsored by the National Park Service for the trails and green infrastructure plan. CM Eldridge discussed the renewed commitment and efforts to care for our water courses, in particular the Anacostia River.
Peace Town – Cheverly
Joyce Lange, Past President of the Women’s Club discussed a proposal to designate Cheverly as a town of peace. The goal of the program is to ensure that people from all walks of life are positively contributing to the peace and well being of our community.
Gerry Itner, founder of the Communities of Peace Foundation spoke about the foundation and the process necessary for Cheverly to become a community of peace. The Communities of Peace Foundation was founded on September 11, 2002. The underlying purpose of the foundation is to have children become peacemakers at the earliest age possible and to contribute to creating a community of peace. There are five elements to the process: proclamation by the community to become a community of peace, at least four sections of the children’s cloth are made for the peace quilt, at least two sections of the emissary of peace program are completed, two peace forums are conducted, and a year-end “show and tell” program to discuss what has been accomplished and what can be done moving forward.
Joyce Lange noted that Lisa Lincoln already supervised the making of two pieces of the quilt and has offered to assist with making additional pieces. Ms. Lange discussed further support of the program she has obtained throughout the community.
Committee Reports
Recreation Council
Barbara Pejokovich reported that beginning Monday, September 10, 2007, reservations will be accepted for tables for the Cheverly Flea Market, which is held in the gymnasium. The Cheverly Flea Market will be held on Saturday, October 20, 2007.
The next Recreation Council meeting will be held on Tuesday, September 25, 2007 at 7:00pm in the conference room. All are welcome to attend.
CM Eldridge asked about the scholarships provided by the Cheverly Flea Market. The fees charged for tables at the flea market go toward the scholarship fund. Barbara Pejoklvich commented that she wished more graduating students would apply for the scholarship fund. Mayor Mosley suggested placing information regarding the scholarship fund on the front page of the town website the month prior to the application deadline to draw further attention to the scholarship fund.
Citizen Input
Anne Gardenhower stated that it would be exciting for Cheverly to be a leader of peace within Prince George’s County and the DC area.
Robin McClain commented that Cheverly is a peaceful environment, that she couldn’t imagine living anywhere else, and that Cheverly is a wonderful place to begin developing a community of peace in the area.
Mayor Mosley confirmed that the proposal will be discussed at the August Worksession, asked Joyce Lange to provide her with information about the proposal for the September newsletter, and that the proposal should be put to a vote at the October meeting.
CM Schachter expressed concern that an adoption of a peace community could be misconstrued as anti-war or as a political statement, and suggested that the town could engage in many of the activities that are part of the program without the formality of a proclamation from the town.
